The xf86-video-qxl driver is the DDX/X.Org graphics driver for the QXL Virtual GPU. This is used with the QEMU para-virtualized guests where the QXL Virtual GPU is exposed via SPICE, the Red Hat Enterprise Virtualization System.

Ubuntu Qxl Driver

X.Org X server - QXL display driver. This package provides the driver for QXL video device, i.e. If Linux is running inside a RedHat Enterprise Virtualization (RHEV) environment, or other SPICE-compatible KVM/Qemu emulator. I'm trying to setup Xorg using QXL driver on my KVM guest Arch linux (Manjaro) distribution. I'm running VirtManager on top of KVM and my VM has Spice server setup and QXL graphic card. The problem is that I'm not able to get the working Xorg config with QXL driver. When I use the config (2) and set the vesa driver then everything is working.

While there are plans to eventually have a Gallium3D QXL driver for 3D/OpenGL support to QEMU guest virtual machines, there hasn't been any major public-facing activity on this front yet. Hopefully it will end up materializing soon since the lack of 3D guest hardware acceleration support remains one of the blemishes to open-source virtualization compared to the proprietary offerings like VMware and VirtualBox.
